Carlos is an experienced residential and commercial contractor with over a decade in environmental services, specializing in water damage mitigation, fire and smoke restoration, mold remediations, reconstruction, asbestos abatement, and indoor air quality. Carlos is the owner of Pure Restore, which is based in Denver, Colorado.

He has founded, grown, and sold multiple asbestos abatement and disaster restoration companies, and serves as a Certified Property Loss Appraiser and Certified Property Loss Umpire. Carlos previously worked as an independent adjuster, including deployment to Hurricane Harvey as a storm re-inspector to resolve complex and disputed claims for major insurance carriers and third-party claim management firms. He is known for his ability to communicate effectively with diverse stakeholders while bringing deep expertise in cause-of-loss analysis, code research, detailed estimating, and claims resolution.

Carlos’ certifications include being an IICRC Master Water Restorer with a myriad of IICRC certifications. He also has experience being a General Abatement Contractor and Certified Asbestos Building Inspector in Colorado, which has some of the most stringent asbestos regulations in the country.

Doug Weatherman has more than 15 years of experience in the property restoration industry. He serves as Chief Operating Officer of RARE Restoration & Roofing in Colorado, where he oversees technology implementation, mitigation operations, reconstruction, roofing, large-loss response, and pricing strategy. Doug has helped build RARE into a high-performing organization with a strong team culture and a reputation for excellence across Colorado. A true “from-the-truck” operator, he brings hands-on field experience and leadership to every level of the business. Over the course of his career, he has participated in and managed major losses in storm and civil disturbance recovery zones across the country.

Doug began his restoration career working with ServiceMaster and Restoration 1, and later with SERVPRO, where he gained extensive industry training, large-loss experience, and multiple IICRC certifications. He is a distinguished Master Smoke Restorer (MSR), Master Textile Cleaner (MTC) and Master Water Restorer (MWR), a licensed contractor, and a Verisk-certified pricing consultant. Doug is also a strong advocate for continuing education and encourages his team to pursue advanced training through organizations such as the IICRC, RIA, E3, RTI, and Large Loss Mastery.

He is also a partner at JSTFYD, Co-Chair of the RIA’s AGA Independent Pricing Task Force, and a member of the RIA Independent Restorers Council. He is the inventor of 2 Minute Technician and is recognized as a forward-thinking resource on emerging technology in the restoration industry.
